Sabah Government Allocates RM50.9 Million ICPT Subsidy to Exempt Electricity Surcharge for Consumers

The Sabah State Government has committed to maintaining the exemption of the Imbalance Cost Pass-Through (ICPT) surcharge for the period from January 1, 2025, to June 30, 2025, by allocating RM50.9 million in subsidy, announced Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor.

This exemption will benefit domestic consumers with monthly electricity usage of 1,500 kWh or less (roughly equivalent to a bill of RM677) and non-domestic consumers within the low-voltage tariff category (CM1 and ID1), which includes Micro, Small, and Medium Enterprises (MSMEs). To fund this initiative, the State Government has set aside RM50.9 million for the ICPT subsidy.

"The State Government has also requested an additional RM278 million fuel subsidy from the Federal Government to address the rising energy generation costs driven by global fuel price increases," said Datuk Seri Hajiji. This decision was made at a State Cabinet meeting chaired by the Chief Minister earlier this month. The subsidy is expected to benefit 693,834 consumers, or 99% of the total electricity users in Sabah.

For other consumer categories—including domestic users with electricity consumption exceeding 1,500 kWh, non-domestic consumers on medium voltage, large users, and public street lighting—the surcharge rate will remain unchanged at 4.06 sen per kWh.
