Justice on Wheels, Justice for All

Sabah’s Legal Aid Department (LAD) - which has launched its “Justice on Wheels” (JoW) programme in 2024 – has reached out to many people in need of legal services. The programme - JoW Sabah – uses a dedicated van for its mobile services. Its objective is in line with the State Government’s aspiration to provide access to justice for every level of society, regardless of location. In 2024, LAD carried out 28 programmes across Sabah, Sarawak, Johor, Negeri Sembilan, Pahang, Perak, Kedah, and Terengganu.

In Sabah, in 2024, the JoW programme was implemented in five districts in Sabah, namely Pitas, Tongod, Papar, Sipitang, and Paitan. This year, 2025, JoW Sabah began operations in Sandakan; Tawau; Lahad Datu, Beaufort, and Tuaran. “This is an important aspect of the people’s well-being, as it ensures that our justice system is inclusive and easily accessible to all levels of society,” Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said on 20 August 2025 at a JoW programme in Tuaran.

“This programme, which focuses on delivering justice comprehensively and efficiently and especially to those living in rural areas or who are less fortunate, is in line with the State Government’s aspiration that every single person has access to justice.” Datuk Jahid Jahim, Minister of Rural Development, delivered CM’s speech. Hajiji said that the JoW Sabah programme can and should be expanded to more places in the interior of Sabah.
