Chief Datuk Seri Panglima Haji Hajiji Haji Noor said that for infrastructure development, the way forward is to speed up delivery, improve coordination, and deliver projects with lasting value. Hajiji was referring to the RM12.02 billion allocation for Sabah under the 13th Malaysia Plan (13MP) to fund 1,173 programmes and projects - the largest development allocation in the state’s history. Hajiji said that for the next five years, the focus is to enhance connectivity through transport networks, logistics systems, and port development. However, the CM said that it is not simply about spending but about delivery, impact and ensuring that development reaches communities across Sabah.

“The construction sector will play a central role during these crucial years. The momentum in infrastructure development has actually started including roads and healthcare facilities, utilities and digital connectivity. The Pan Borneo Highway, one of the largest infrastructure projects, has enhanced connectivity and it has spurred economic opportunities,” Hajiji said at the opening ceremony of the International Construction Week (ICW) Borneo and BuildXpo on 12 May 2026 at the Sheraton Kota Kinabalu.

Hajiji said that the government is continuing to prioritise wellbeing including expanding access to affordable housing; raising industry standards through better governance; stronger capabilities, and greater accountability. The ICW Borneo is an important platform which brings together ideas, expertise and partnerships that translate into real outcomes, Hajiji added. “We are ready and prepared to engage directly with industry leaders, investors, and professionals, the CM said. “We seek partners who are committed to quality. The opportunities are enormous: in infrastructure, urban development, and sustainable growth.”

Datuk Seri Panglima Masidi Manjun, Deputy Chief Minister II / Minister of Finance, delivered the CM’s speech.
