Water Projects to begin Supply of Water by 2026

The new RM39.73 million Kabang Raw Water Intake plant in Papar is 90 per cent completed and will be commissioned by September 2026; and the 80 million litres daily (MLD) RM365.9 million Kogopon Water Treatment Plant (WTP)- also in Papar - will begin supplying water by November 2026.

The two projects will address the water supply shortage in the Papar, Putatan and Kimanis areas. Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said that the State Water Department will closely monitor the projects to ensure that the government meet the deadlines.

“The water problem is a legacy issue, but we will address and tackle it," Hajiji said at a briefing session on 28 July 2026 at a local resort in Lok Kawi. The new water intake plant will boost capacity from nine MLD to 30 MLD.

It was built further upstream of the Papar river - at Kabang - to avoid salinity issues which has frequently affected the existing Emergency Water Supply Scheme (EWSS) Treatment Plant and its water intake in Limbahau, Papar.
