High-impact, Low-cost Fast Delivery Projects

Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said it is important that issues and challenges pertaining to basic needs, including water and electricity supply, roads, flooding and drainage systems, and education, among other, are quickly and efficiently addressed. Hajiji likened projects which have quick, efficient and effect delivery impacts to “low-hanging fruits.”

“Issues arising from basic needs must and can be resolved through small projects because they are fast and effective. People need to use basic facilities daily.” The recent State Legislative Assembly sitting discussed the implementation of high-impact and low-cost “low-hanging fruit” projects which can be a strategic catalyst for Sabah’s development. MTPNg meetings must be a platform for constructive, solution- and action-oriented discussions to ensure that every development project is implemented efficiently, systematically and according to the stipulated schedule, the CM said.

“While mega projects are important, ‘low-hanging fruit’ projects can deliver immediate impact that the people and the government can appreciate and benefit within a shorter period,” Hajiji said at the State Development Action Council (Majlis Tindakan Pembangunan Negeri or MTPNg) meeting on 10 August 2026 at Menara Kinabalu.

Most importantly, every policy, programme and development project must be translated into tangible benefits. “In line with the aspirations of Malaysia MADANI and the Sabah Maju Jaya 2.0 development direction, inter-agency cooperation and communication; and sharing of information must be in place,” Hajiji said. “Through strong commitment and synergy, we will be able to ensure that every development project is completed on schedule.”
