Kota Kinabalu City sees another major transformation with the development of the RM4.2 billion Jesselton Docklands, a joint venture project between Suria Capital Holdings Berhad’s wholly owned subsidiary, Sabah Ports Sdn Bhd, and BEDI Development, on a 35-acre waterfront, prime port-side land, at the old Kota Kinabalu Port. The development includes a dedicated international cruise terminal, hotels, residences, cultural precincts, and commercial zones.

Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said that the project will generate job opportunities, attract investments, stimulate tourism, and boost supply chains across various sectors, from construction to retail, food and beverage, and other local services. "The project will transform the city into a modern, vibrant, and sustainable urban waterfront development,” Hajiji said during the project's groundbreaking ceremony on 3 October 2025 at the Jesselton Docklands Live Lab, Kota Kinabalu.

"What was once a working seaport is now evolving into a thriving hub for trade, tourism, culture, and lifestyle. The new development will transform and reshape the city’s landscape.”

The waterfront development will be massive as Suria Capital Holdings Berhad is also advancing into the second phase of another of its ongoing major waterfront project - the Jesselton Quay development – nearby. Jesselton Quay is a joint venture project between state-owned Suria Capital Holdings Berhad and SBC Corporation Berhad. When fully developed, the new landmarks will enhance KK City as a vibrant, contemporary, and globally connected waterfront city, Hajiji said.

Kota Kinabalu will transform into one of the region’s premier cruise and ferry gateway and a top-tier tourism destination, he added. Hajiji said that the public-private business collaboration – combining state assets and private capital – has always proven to be successful, sustainable and mutually beneficial and in line with the State Government's aspirations under the Hala Tuju Sabah Maju Jaya Development blueprint.

Datuk Seri Panglima Masidi Manjun, State Finance Minister, delivered the CM’s speech.
