Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor has appointed Tan Sri Andrew Sheng as his Special Advisor, citing his extensive experience in banking and financial regulation as a valuable asset to Sabah.

Announcing the appointment after meeting Sheng at the Chief Minister’s official residence, Sri Gaya, on 27 March 2026, Hajiji said he looks forward to Sheng’s contributions, particularly in strengthening the state’s economic and investment landscape.

A Malaysian who grew up in Sabah and is now based in Hong Kong, Sheng has held key positions across major financial institutions in Asia. His past roles include Chief Economist and Assistant Governor of Bank Negara Malaysia, Deputy Chief Executive of the Hong Kong Monetary Authority, Senior Manager at the World Bank, and Executive Chairman of the Securities and Futures Commission of Hong Kong.

Currently, he serves as Special Professor at the Institute of Finance, Chinese University of Hong Kong (Shenzhen), and sits on several international advisory councils, including those of China’s financial regulatory bodies.

In 2013, TIME magazine named Sheng among the world’s 100 most influential people.
